Four mills, one dominant exporter, and a market shaped by the U.S. quota
The Dominican Republic no longer has dozens of "centrales." It has four operating mills, three of them privately run, producing sugar for both the domestic market and — overwhelmingly — for export to the United States under the U.S. Tariff Rate Quota system.
